Sir, Rule Number III is ALWAYS applicable. I can’t tell you the number of investigations I’ve read where terrible accidents occurred because a man trips, becomes distracted or any number of reasons and negligently discharges his firearm. In fact; We slightly modified the four safety rules to reflect:
I. Treat all weapons as loaded at all times
II. Never Point a Weapon at anything you do not intent to shoot
III Never remove the Safety until you are ready to fire
IV. Never place your finger on the trigger until you cover your target and ready to fire.
Always keep the trigger finger straight and out of the trigger guard until you are ready to actually fire the weapon
