If you say people who leave on their own can apply to immigrate like anyone else, but those who are deported can’t, it’s an incentive for them to leave without having to find and deport them. Carrot and stick.
I believe that would the the outcome of what Cruz is saying.
Bingo. You make it in their own interest to leave the country and start the legal process first. Then we won’t have the expense of deporting the huge numbers. It should dwindle to a manageable number.
However, if you are willing to deport them, and allow them to come back in, you will encourage the illegal behavior until you stop that.
Trump’s plan deports them all and allows only the “good ones” back in.
More “good ones” will still try to come in illegally, before they get caught and go back.
I hope they rewrite this law.

What you want is an orderly stampede to leave rather than play the legal process lottery to stay. By the time the cheap labor and LaRaza lobbies try to block the program by legal maneuvering, a significant number of them have already exited. $3 to $4 billion spent on encouraging speedy exits would be saved many times over in dragging the process out.
If you enforce the law, wall + everify strictly enforced against employers and employees + no benefits for illegals.
You won’t have to deport most they will leave of their own accord.
