I think the point is that Canadian passports have existed for, well since passports. The fact that all you needed was a drivers license to get into Canada until recently is not the point being made here.
Most Americans don’t hold passports. I guess trump, being all hoity toity, thinks everyone has a passport, because he does, and all his mega rich crony capitalist buddies do, for when, on a whim, they get on their private jets and take a weekend skiing in the Alps, or for that romantic dinner with their third wife in Paris.
