Preppers have known this for some time. Seems that only now the media is starting to recognize the concept as being more than the rantings of some fringe group.
Obama, with his crocodile tears is trying to appeal to the emotional base of leftist religion. The American left has become more like a dogmatic church than a political organization, and Obama fancies himself one of their evangelists. He knows the intellects of the audience he is preaching to.

The breakdown is occurring and we ARE isolated. The National entities designed to protect Americans are in enemy hands, as they are in Germany. Any non-governmental organizations are immediately denigrated as “insane whack-job militias” completely infiltrated by agents. Often an accurate portrayal unfortunately.
There must be a middle-ground. Patriot Self Defense Forces. Something. Something of the sort is needed. I just can’t put my finger on exactly the idea that would work best.
We now have people here with no adherence to our laws, in effect. People are taking revenge and simply beating up and shooting people on the street. Looters and rioters in some situations are not prosecuted. We have practically illiterate. We have people with little to no similar cultural values.
I don’t know how these people can be governed and agree to abide by our laws.
