Well, wait a minute. Didn't I see an article yesterday where he acknowledged that not disclosing was a mistake or an oversight?
I don't happen to think it's a huge deal either way, but something is not adding up.

There are two forms. I am not an expert. I am sure I will be corrected if I am wrong. I think it is the document to the FEC in which he didn’t disclose it. The document posted here it to someone else.

I don't happen to think it's a huge deal either way, but something is not adding up. Probably because this document is not be to the FEC, but is just a financial disclosure form that lists the loan as just some random item. For the FEC, Cruz would have had to have provided a lot more documentation that simply listing it, such as what it is for, a copy of it, etc.
