Evidently, this tremor was discussed in 2013, as there are articles and Clinton was asked about it then. He says the first time it happened he went to the doctor and Parkinson’s was ruled out. It was diagnosed as aging.

There is no definitive test for Parkinsons with the exception of a brain biopsy. It is diagnosed by symptoms and their progression. He may or may not have Parkinsons.
