Well, he seems to have gotten some tutoring from Ted Cruz on the Tenth Amendment.

The Tenth Amendment deals only with the legitimate powers of the general government, the states, and the people.

Neither the general government, or the states, or the people, have any legitimate powers to violate the laws of nature and nature's God.

And so, that being the case, of course the Tenth Amendment cannot possibly confer such powers.
