They can do it. In my experience it was actually an interview with an FBI agent but it's under oath. It happened to me in connection with foreign travel to a communist country (duly reported by me prior to travel as required)when I had a Secret clearance.
I'm not sure of the statute that vests FBI agents with the authority, but certainly as an MP officer, I had the authority to administer an oath and take sworn statements, even from civilians not subject to the UCMJ as long as it was in connection with an incident that occurred on the installation.
You wonder if they have convened a grand jury secretly...under oath implies they have.
