Russia does not have any money with the price of oil where it is because Russia is nothing but a huge gas station with very little else except a few armaments to sell. Russian armed forces beyond the tip of the spear are rotten at depth and a logistical nightmare.
But this bears watching because this kind of conspiracy theory is gaining currency here in Germany, about which I have been posting for some time the fact that Kissinger is Jewish only adds fuel to the slow burn that this is an international Jewish banking conspiracy.

Aliens have been in contact with humans for some time. The Nazis were the first recipients of technological transfers of knowledge from the aliens, as Germany was already the most technologically advanced society on Earth and Fascism comports well with the alien's own hive structure. There are competing factions of aliens on Earth however. After WWII we were the top dog, despite losing our little war in the aftermath against the aliens (Nazi benefactors) in Antarctica.
After the war the U.S. imported Nazi scientists and intelligence officers in Operation Paperclip. The former ran our space program and the latter ended up forming the CIA and infecting it with fascist sensibilities.
Soon after, President Eisenhower had a meeting with representatives of another, more benevolent alien race at Holloman Air Force where they demonstrated their superior technology (antigravity, invisibility, etc) but Eisenhower rejected an alliance with these aliens because they refused to share their technology, whereas we had already retrieved an alien disc at Corona, and the more evil aliens were willing to share some of their knowledge with us in exchange for permission to kidnap a few citizens every year for experimentation. The President agreed to an alliance with the evil aliens instead. And as a result a secret cabal of government/military intelligence, industrialists (and later,bankers to pay for it all) was formed to capitalize on the alien technology giving birth to a breakaway society.
Now keep in mind the evil aliens had been abducting humans from all over the globe for years already and were in the first stages of trying to hybridize the two species. One of the more starling disparities in the two species is that the aliens can exert neurological control over humans, and humans cannot. This makes the alien's superiority over us more marked than than of a human over his pet pekinese. After many successive generations of hybridization there are now hybrids walking among us who look completely average and unremarkable, and yet can exert this neurological control over humans around them. They can turn you into a puppet. They can make you think you are talking to a dead relative, or Jesus, or anyone.
So now we have a secret cabal of humans with an agenda - an Agenda 21 agenda - convinced that they will rid the world of all the smelly surplus population and the remaining half billion will live in a bifurcated society of Industrialist Kings living in luxurious retreats out in the depopulated countryside, and useful technician serfs crowded into a few cities.
The aliens have their own agenda and are playing the breakaway cabal for fools however.
Where to the Russians come into all of this? They have been neither party to the breakaway cabal, nor particularly receptive to the evil aliens false overtures.
Kissenger is worried that the Russians have a pact with the aliens who Eisenhower rejected 70 years ago. It is dawning on the cabal that the alien agenda and their own are not in sync and are trying to get Putin to both betray humanity, and help the cabal fight off an alien infiltration which is already well under way.
