I admire George W. Bush in many ways, but you’re right- the biggest failure didn’t start on his watch but it sure manifested itself on 9/11, when the failure to prepare our nation against terrorism became obvious. The intelligence was there, but it was ignored. That is on Clinton, Bush, and all their advisors, Congress, and more. It’s easy to look back in history and see how badly the US de-armed itself afte WWI that made us vulnerable 20 years later, and history will rmember that 9/11 was the result of the US inability or unwilingness to name and understand the enemy.
