Ryan did not want to be the speaker. There were others who did want to be speaker. Thus there was no reason for him to take the position he did not want. Apparently, he was just to weak to resist the pressure to accept it. Not surprisingly his job performance has been terrible.

How does unlimited immigration of low of low skilled people with limited education help a technology-based American society? These people are a collective drag on the economy and not a boost. The H-1B visas aren't the solution, either. Conclusion: Ryan is a political whore for sale to the highest bidder.

In my experience every support task that can be done remotely is sent offshore. What remains behind are the customer interface positions, account management and people who need to be physically present to do their jobs.
These are the ones where H-1B visas come into play. The outsourcer wants people in these positions who are loyal, who understand their culture and can communicate effectively back to India or wherever the bulk of the work went.
Although the displaced Disney workers may be technically qualified, they don't have the other skills and aren't very useful to the contractor. It really isn't so much about the salaries of the H-1B workers, but the fact they enable the big savings which are in the offshore labor.
Not really what the H-1B program was intended for but certainly how it's being used now.
Paul Ryan is a true believer on expanding immigration. He supported welfare for illegal aliens and called opponents racist in 1994. There is no principle he won’t cross for importing more socialists, unemploying more Americans, and driving down wages.
