As we have been saying all day and as was obvious from the context.

But the "context" doesn't make it any better, nor does Trump's "clarification." Any government-mandated "backstop" to cover people with pre-existing conditions will create a YUGE dis-incentive for people to purchase their own insurance. Why buy it now, when it will be available to you after you get sick anyway?

Coverage doesn’t come into effect for at least fifteen days, the average is about 30 days.

Things like many cancers, HIV, Hep-C and auto-immune conditions take months or even years to have serious impacts. If you have depression, you have to go through step therapy using the cheaper drugs (~one month for each one, of which there are many).

PPACA policies generally have high deductibles, often over $6,000. A person with a passport (card) can get surgery in Mexico for less (and in two days or less, not 15 or 30).

The actual moral hazard is in the EMTALA, not with insurance.
