3. The right of suffrage was not necessarily one of the privileges or immunities of citizenship before the adoption of the Fourteenth Amendment, and that amendment does not add to these privileges and immunities. It simply furnishes additional guaranty for the protection of such as the citizen already had [emphases added]. - Minor v. Happersett, 1874.
So the four voting rights amendments, 15th 19th, 24th and 26th, protect only U.S. citizens.
But more importantly, note that none of the voting rights amendments prohibit the states from prohibiting people from voting if they cannot prove that they are citizens. So other than the very real possibility that state officials do not understand the scope of constitutional protections, there is nothing stopping the states from prohibiting people who cannot prove U.S. citizenship from voting imo.
