First note that the Constitutions personal protections apply only to U.S. citizens. This is evidenced by the following excerpts. Note that while the first excerpt is from the congressional record, the second excerpt is actually from a Supreme Court case opinion that addresses 10th Amendment-proteced state power to regulate voting.

So the four voting rights amendments, 15th 19th, 24th and 26th, protect only U.S. citizens.

But more importantly, note that none of the voting rights amendments prohibit the states from prohibiting people from voting if they cannot prove that they are citizens. So other than the very real possibility that state officials do not understand the scope of constitutional protections, there is nothing stopping the states from prohibiting people who cannot prove U.S. citizenship from voting imo.
