Washington (CNN)President Barack Obama on Tuesday called for the closure of the Guantanamo Bay detention facility after delivering his plan to Congress to achieve a goal that has long eluded his presidency.
The blueprint comes seven years after Obama made an Oval Office vow to permanently shutter the prison for enemy combatants, but it already faces objections from Republicans and legal obstacles they have placed to transferring Guantanamo detainees to U.S. prisons.
Obama nonetheless said emptying the prison would move the country past what he described as a troubled era of wartime behavior.
"The plan we're putting forward today isn't just about closing the facility at Guantanamo. It's not just about dealing with the current group of detainees, which is a complex piece of business because of the manner in which they were originally apprehended and what happened. This is about closing a chapter in our history," he said during short remarks at the White House.
"Keeping this facility open is contrary to our values," Obama said. "It undermines our standing in the world. It is viewed as a stain on our broader record of upholding the highest standards of rule of law."
Obama outlined a blueprint that involves transferring the bulk of remaining detainees to other countries and moving the rest -- who can't be transferred abroad because they're deemed too dangerous - - to an as-yet-undetermined detention facility in the United States.

Terrorism, including acts committed on US soil, is a clear and present danger.
Neither the president nor anyone else gets to trot out the cliches about chapters and history while murderous Islamic scum are a going concern.
Lefties love things that don't work - socialism, electric cars - and hate things that do - the military and max security offshore prisons.
The minute Gitmo inmates arrive on US soil we would see a queue a mile long of pro bono lawyers attempting to free them on any pretext possible. They would make Lynne Stewart look like Matlock.
If they can be released, release them. If they can’t be released, hang them.
We were stating that very thing earlier. That is exactly his intent. Obama will be as destructive as he can to the USA until his very last day as POTUS.

If I recall, the congress has the oversight for this.
If the fact Trump is dominating the Presidential race, isn’t enough to let the Republicans in Congress figure out the people have had enough of the roll over and play dead to Obama... then nothing will ever convince them to grow a spine.

It is DOA even a lot of democratic are against it. He will probably try to do it through executive action but he will be sued and the courts will hold him up through the election

Question for the military experts.
As CIC, could the President order all military personnel reassigned to a different location? I say this because it’s believed by some that Obama wants to turn Gitmo over to the Castros.
Congress would never approve, obviously. But as the Supreme Commander, could he order the base abandoned and allow the Cubans to walk in unopposed?
It’s unsettling if this scenario can’t be dismissed out of hand.
