If Cruz and/or Trump is smart, either of them needs, if elected, to start shutting down and cleaning out 'Rat-built agencies that exist to employ and serve 'Rats with our money.
Ted Cruz has a list of them on his website. Some we could/should keep, but many are rich targets full of 'Rat operatives, clients, and drones.
Dept. of HHS would be a fertile target for scrubbing and downsizing; it needs "Chainsaw Al" Dunlap or a Kinsey Associates haircut, not Dr. Carson.
Surgeon General or the leadership at the 'Rat-infested CDC in Atlanta would be a better destination for him; but CDC needs to be purged, too, and reorganized to shake out James Hansen-style holdovers and people that Obama and the Clintons moved from political-appointee policy jobs to Civil Service jobs, to "embed" them and protect them using the Civil Service Act. They need to be RIF'ed out ..... or sent to Nome.

Surgeon G is a rather inconsequential job.
HHS is much more important.
