Yes, but they have not done so. Not for a long, long time.
Another point is that Gowdy cannot do this by himself. It requires the cooperation of the rest of Congress. Do you think Cummings would give his approval and support to jailing Hillary ?
'Cept they no longer have a jail. The lock-up in the capitol basement is no usable.
Consequently, Congress relies on the DOJ to apprehend and imprison those charged with contempt.
With this administration, that presents a problem...
