Every pencil contains graphite. Graphite is a form of carbon. When pencils are used, that carbon is released, and left on whatever as a residue. Tax pencils!!

Why not tax breathing. At least tax excessive breathing produced by exercise. Seattle could monitor all those bike paths and tax the cyclists. The possibilities are limitless.
