Culberson: Use Power of the Purse to Pressure DOJ to Block Fed Grants to Sanctuary Cities

Today, Representative John Culberson (TX-07) released the following statement after writing Attorney General Loretta Lynch a letter expressing his opposition to sending Federal funding to sanctuary cities. He urged the Attorney General to change the Federal grant process so that no additional Department of Justice (DOJ) funding is provided to jurisdictions that either refuse to honor Federal detainers, harbor illegal aliens, or refuse to share information about criminal illegal aliens with federal authorities.

"Sanctuary city policies across the country prevent State and local law enforcement from notifying the Department of Homeland Security when an illegal alien is released from their custody. This is unacceptable, and it allows thousands of criminal aliens to remain on the streets. The senseless, preventable deaths which have occurred as a direct result of these policies include Kate Steinle who was shot and killed in San Francisco by a seven-time convicted felon and five-time deportee who was released onto the streets of San Francisco due to their reckless and illegal sanctuary policy. Briana Valle was murdered after being shot twice in the head by an illegal alien after he was released from a Cook County, IL jail as a result of their sanctuary policy. Marilyn Pharis, a USAF veteran was brutally assaulted and murdered by illegal aliens in Santa Maria, CA. These are just a few tragic examples of innocent Americans murdered by criminal aliens who are allowed to remain free and harbored by jurisdictions that have sanctuary policies.

"As the new chairman of the Commerce, Justice and Science Appropriations Subcommittee, I have a responsibility to ensure, to the best of my ability, that our hard earned tax dollars are only spent for lawful purposes. I will use every tool at my disposal to enforce existing Federal law.

"I've asked Attorney General Lynch to take specific actions to address this issue. I hope the Attorney General will do the right thing here so that I am not compelled to object to relevant portions of the Department's spending plan and reprogramming requests. Any refusal by the Department to comply with these reasonable and timely requests will factor heavily in my consideration of their 2017 budget requests, and whether or not I will include language in the fiscal year 2017 CJS appropriations bill prohibiting the award of law enforcement grants to jurisdictions that harbor illegal aliens. I will include language in this year's bill requiring the DOJ to amend the application process for Byrne JAG, COPS, and SCAAP grants so that grantees must certify under oath that they are in compliance with section 1373 of title 8 of the United States Code.

"This is a complicated problem with a simple solution.

"State and local law enforcement agencies should not receive Federal law enforcement grant money unless they are in compliance with Federal law."

He just found out that the HOR has power of the purse? How long before backstabber Ryan replaces him with someone who supports the elitist agenda, except when campaigning?

Maybe he can let other HOR 'pubs in on his secret. That would be that they have the power of the purse, and were elected to use it.

Scary....that a long time Congressman is just finding out about the HOR’s power of the purse. Even our Congress is being dumbed down, now? Yikes.

Look how well that power of the purse thing worked out with 0Care and PP. Aren’t they both still being funded??

Culberson is an entrenched establishment toady. He is my (incompetent) congressman and was running scared this primary because he actually put out signs in my area despite never having done so before. Unfortunately, he came in above 50 percent, despite having two good but unknown competitors. I pray every election to get rid of him.

You are right - it points out the need for a shake up in DC because congress members have no incentive to do what is right.

On the other hand, perhaps that power was always controlled by the speaker.

From the bio info below, it indicates there may be others on the House Appropriations Committee with ability to oversee various parts of gov’t.

He’s not just finding out about it, but he’s pretending to. Must have Dim opposition in the general election.

Even if we assume, only for the sake of discussion, that he’s serious, the rest of the Pubbies in the Congress won’t go along with him. In fact, he’s not serious and knows he can safely say this kind of thing. He probably cleared it with Ryan before making a statement.

Actually, I drove down to Houston and stayed at a hotel while I worked with his campaign. And, while there, drove around and placed his printed up signs all around the West side of Houston. That was just before he was elected to his first term. And of course, before I understood all this about — GOPe. I’ll save my gasoline this time.

So the House Approprirations Chair used UNILATERAL purse string powers to defund sanctuary cities, and Obama’s AG complied??!!

So Culberson, Chair of House Appropriations, reveals that he ALONE has purse string power over the Federal budget which practially no one knew.

The only reason why the House fails to utilize more purse string powers is due to legislation that is self-shackling [most likely dating back to FDR’s New Deal agenda] as well as the senate hamstringing legislation through unconstitutional treaties.

Just as Chris Christie broke away from the Establishment, Ryan might too. How will Ryan treat this heroic appropriations chair?

In fact, I’m beginning to wonder if Ryan and Christie had both acted as moles to penetrate the Establishment ever since Obama had defeated McCain. I noticed an immediate change in Ryan’s voice after the defeat. He sounded so defeated that it struck me as odd because most DC cynics lose a clarity in their voices, and he never did.
