The biggest problem I see with such a law, is that some babies are self-aborted during pregnancy. My eldest daughter was originally a twin. Several months in, we lost her twin, but she turned out fine. How do you prove that it wasn’t a natural thing? I would hope any law such as this would err on the side of not prosecuting those already suffering from loss, even at the expense of letting some folks skate who might not otherwise do so.
