Compare the CEP (circular error probable) of the SCUD used to the blast radius (overpressure required say to break windows) of the size of the nuke North Korea claims to be able to mount on it.

If it is an EMP device, all bets are off. Lots of good reading on "Starfish Prime" way earlier on Free Republic.

South korean tv and govt says they NK have it and can do it.

Good chance it would get shot down. The population density of northern south Korea is very high.
