Wouldn’t it be a waste of a perfectly suitable nuclear warhead, to mount it on anything as notoriously inaccurate, not to say subject to launch failure (yikes!), as a Scud?

The ‘nice’ thing about nuclear weapons is that, unless you are targeting hardened missile launch sites, accuracy is not necessary.
