Women can scream bloody murder if the see a man in their can. They can always claim they weren't aware of the new "law" (which isn't a law, since it was not passed by the legislature) and were reacting as any normal, sane human female would do if confronted with that situation.

In the meantime, the perv is humiliated, detained, identified, and "exposed" for the creep that he is. So if the goal here is to make him feel "safe," you've done anything but.

Meanwhile, if you're a guy with any guts, when you hear women screaming about a man in their bathroom, you can go in, bum rush the perv out of there, and detain him on the notion that the women were terrified of him assaulting them.
