That is not what the article is about. The article recommends that even if Trump wins the vote in their state that legislators choose to award the electors to someone other than Trump. In other words the actual votes mean nothing.

Say Trump wins New York or Massachusetts. They recommend the electors be awarded to Clinton not Trump regardless of who wins the popular vote in that state.

They’re suggesting that even if Trump wins all fifty states that the electoral college give the victory to someone else.

11 states have signed the National Popular Vote Interstate Compact.

Constitutional ? probably not.
We may get to find out.

All 11 states went to obama.
All 11 would probably go RAT anyway.
