If you read the entire article he also said Bush's eight years as part of the "awful legacy"

So taken both together Bush and Obama the only time there wasn't an "awful legacy" was when he was President...

I guess in a round about way, he was saying, vote for Hillary and you get me back in the WH...when times were great and everything was super duper..
