0dunga has an agreement with ISIS. He'll not SERIOUSLY assault them in the Middle East if they agree not to attack the U.S. in a big way. Every now and then a lone wolf goes astray, however.

Any MAJOR ISIS attack in the U.S. will have to take place AFTER 0dunga leaves office. That's the agreement. In the meantime, 0dunga will import as many ISIS sleepers as he can. They'll wait in the wings until after their weapons supplier 0dunga leaves office.
