Nonsense. The "well regulated" phrase is part of an illuminating clause, not a condition. The "right" is reserved to The People to keep and bear arms without infringement. Requirements such as permits, training, certification, etc. are quite simply infringements and therefore unconstitutional.

Absolutely agree.

At the same time, I'd actually like to see states start taking the training of the militia seriously. They could encourage and fund local militias that would act in their traditional role of organizing local civil defense.

wouldn't that be interesting?
