Cruz is Canadian and wouldn't have had all his and his mothers records sealed if there weren't proof of the fact that he had to have naturalization papers filed on his behalf.

From the point of view of he and Hedi, borders between Canada, Mexico, and the US shouldn't exist anyway and they should be part of the ruling elite who run all three.
