Given they wont release the footage of him shooting the guy, plus that they are charging him, it seems dead on correct.
They almost never charge officers with murder. The fact they did is proof they cannot wiggle him out of it. They would be sued for conspiracy and not upholding the law.
I agree, they would not be charging him with murder unless it so clearly is murder that they cannot avoid it.
