It stymies the mind how ignorant the American electorate is these days that they do not even know the difference between being arrested and walking in voluntarily to be booked for an alleged crime. No, we don’t. Walking yourself in means that you were not arrested.
To “arrest” someone, you have to take control of them. They have no choice. He showed up and was issued a notice to appear. It is not the same thing as an arrest at all. He was never under the control of the police.
