Today we can clearly see that importing the Third Worlders was simply to keep the government caste working while preventing ghost towns from springing up in the dying post-industrial parts of the country (including my home state of NJ). There are few jobs here (and even fewer good ones), but these imports are keeping whole school districts open for business (and keeping housing occupied).
