Consultant is just a job description. That's what she's doing. What she is, would be either an employee, contractor, or volunteer. The first two get paid.
However, if she is either of the first two, then there are huge conflicts of interest if she also working for someone going against this employer. Ethical for sure, legal possibly. I would think that her IC contract would include clauses about not using information outside of the job description, and probably have some kind of non-competitor clause. Definitely a stinky situation and they all need to go!
