Not really. Oakland is a pretty big city. The Mexicans have cleared out the blacks of huge chunks of East Oakland. Blacks have been gentrified out of areas around downtown Oakland but that is really a small part of the city.
Been living in these kinds of areas my whole life, the answers in my opinion:
1. Expensive housing. If you haven’t graduated from a professional school or started your own successful business, you ain’t buying a house anywhere near SF, LA, Seattle. Forget it.
2. Lack of jobs. At the high end, as mentioned above, lots of technical skills required. Progressive education shunts blacks away from STEM and professions towards either total ignorance or at best useless black studies degrees (but I repeat myself). Barely 1% of the Silicon Valley workforce is black. At the low end, illegals and Hispanics generally dominate, and wages are really low, the working conditions miserable.
3. Welfare is generous but it doesn’t cut it. One group that’s not leaving is the group on welfare, but it’s not a life anyone with an ounce of self-respect and ambition would want. Most blacks aren’t happy to settle for that.
4. The criminal justice system looks the other way at crime perpetuated against blacks. They’re more likely to feel sorry for the criminal who was forced to the deed because of his unfortunate circumstances as opposed to the victim.
5. Aside from LA, the weather’s actually fairly cold in most of the West Coast. Houston, Miami and Atlanta is more to the liking of many blacks.
Because Hispanics are in the process of ethnic/racial cleansing of CA.

The so-called Great Migration actually started around 1916, when blacks in the South moved north in search of jobs created during the run-up to our entry into WWII. It continued through 1960, at least, and some writers put the end date as 1970.
You listed five possible reasons. The article misses pointing out another reason. Many blacks "cashed-out" of their homes, taking huge profits from selling a house at inflated prices and then buying a less-expensive house outside the region. That's one reason why the black population in San Francisco fell from about 16 percent to 5 percent over the last few decades. I know some black families who remain in SF, but the pressure from younger family members to cash out is huge. Conversely, not much pressure for blacks to move in because of your reason #2, mostly techs moving in and few blacks are in the tech sector.
Inner city blacks are racists and racist hate anyone outside the tribe. Hispanics don’t put up with the racial abuse. Whereas black racists run manipulate whites and run them out; Hispanics stay and fight.
