OK: “Constitutional” Permitless Open Carry Almost to Governor
Ammoland ^ | 6 May, 2016 | Dean Weingarten

Oklahoma State Capitol Building

The Oklahoma legislature has passed HB 3098, the bill to restore permitless open carry to Oklahoma.  The bill passed the House  73 to 15, and the Senate 37 to 9.  Unless it is stopped in conference committee, it will be sent to Governor Mary Fallin.  Two years ago, in 2014,Governor Fallin, (R) Oklahoma, vetoed a number of bills in what has been described as a “tantrum” on the 29th of April. The legislature overrode one of the bills.  It is unclear if Governor Fallin would veto HB 3098, which passed with veto proof majorities.  I have read the bill, and ethansission from opencarry.org sums it up pretty well:

Yes. This bill keeps the Self Defense Act (SDA) intact for concealed carry. The bill basically adds open carry as a general exception to the law against carrying weapons and removes all mention of open carry from the SDA. So the SDA license goes back to being relevant only for concealed carry again, like it was before open carry became legal in Oklahoma in 2012. So this bill, if passed, would mean:

The law could pass the legislature with sufficient time so that the legislature will not have to worry about a “pocket veto”.

I think SDA is fine. Pushing for Open Carry is pushing it too far. (Yeah, I know it’s guaranteed by the Constitution), but open carry is nothing but Gun Bling ... “hey look at me, I’ve got a gun” ... it has nothing to do with “self defense” and in most cases, it is not a deterrent, but turns you into a target ... (get the guy with the gun first). It threatens the non-gun people and incites them. I’d rather walk among them concealed with my 357 as I do now ... walking right past most “no-gun-zone signs too, try that with open carry.” I have better self-defense protection concealed.

On this subject I am pro-choice. I respect your right to make your own decisions in this matter; I do hope that you will in turn respect my right to carry as I choose and as the situation warrants.

>>open carry is nothing but Gun Bling<<

...unless of course you're an old man or a 105lbs woman pumping gas at 11pm at night and there is a predator a couple of pumps over contemplating rape or a thumpin.

The thug is watching you, about to make his move, you then turn to place the pump nozzle back into it's holder and the thug notices you're sporting a Glock 9mm on your side.

Perhaps he'd be convinced to abandon his plans rather than suck oxygen through the hole in his chest. Juss sayin.

Kansas & Arkansas have Constitutional Carry.

If Republican Senators in Missouri get their butts in gear, so will Missouri.

Oklahoma will join the rapidly growing list of free states that say "Protect your family".

That exact thing happened to my wife only there were 5 of them. One said, “She’s got a gun!”. She turned toward them and said you’re damned right I’ve got a gun!. It’s my Constitutional right! They lurked back in the shadows and never made another sound.

Happened to my wife as well. Two guyz sitting on a curb near the gas station. They approached my wife, one began moving toward the rear of the vehicle one to the front. If they'd not been fearful of the weapon, she'd have been in trouble.

There are all types of scenarios. No one scenario fits each and every case.

I carry concealed. I do however carry what I call semi-concealed. Instead of tucking a handgun in my waistband, I will holster a pistol and wear a button type shirt with a tee-shirt, leaving the button up shirt open and draped over my holster to semi-conceal it.

There is no need to freak people out. No need to walk into a Toyz-R-Us sporting a sidearm in plain view.

There is a time and a place.

Just some food for thought. Concealed carry is extremely restricting in a split second situation.

...

Except they don't know you are drawing, surprise will win every time. I'm the old guy sitting on the bench at the mall reading my Kindle...what you cannot see is the hand in my pocket on the grip of my 357. I don't need to draw.

Too many variables there. How many pockets are big enough to allow necessary movement of even a 1" barrel wheel gun to cap off an accurate shot?
How many people can shoot that accurately from the hip even let alone from a pocket?
Just to mention a few.

That wasn’t hypothetical, I wear a light safari jacket. And I am an old guy that sits at the mall and reads my Kindle.

You haven't answered my questions.

How many pockets are big enough to allow necessary movement of even a 1" barrel wheel gun to cap off an accurate shot? Mind you, even a tiny S&W Ladysmith (hammerless) is 8 plus inches in length.
How many people can shoot that accurately from the hip even let alone from a pocket?
