New Haven’s first black female police captain sues city, alleges gender, racial discrimination

NEW HAVEN >> Less than three months after her historic promotion, the Police Department’s first black female police captain is suing the city alleging racial and gender discrimination dating to 2012.

Police Capt. Patricia Helliger filed the civil complaint at Superior Court in New Haven last week after the complaint was released by the state Commission on Human Rights and Opportunities on Feb. 29 — 10 days after her ceremonial induction at City Hall.

Helliger is represented by East Haven attorney Patricia A. Cofrancesco. The city of New Haven is listed as the first defendant, with Police Chief Dean Esserman listed as an additional defendant. Cofrancesco said Esserman was added because some alleged acts in the civil complaint involved him.

According to the 11-page complaint, among incidents of alleged discrimination faced by Helliger included a Facebook post in 2012 allegedly posted by a male officer referring to her as “Mrs. Butterworth.” The posting surfaced while Helliger was being considered as a potential candidate for assistant chief, the complaint said, though Helliger said an assistant chief declined to provide details about who had posted the offensive remarks. The department did not address the incident until 2014, the complaint claims. It’s unclear if anyone was disciplined because of the alleged incident.

The complaint also alleges Esserman was “condescending” and “openly angry” after Helliger shared concerns for her physical safety following her treatment at the department after an incident involving a physical altercation with a woman at a Walmart in 2014.

Helliger is seeking at least $15,000 in damages. Cofrancesco said Helliger hopes to receive fair treatment, though she noted her complaint could draw attention to how women are treated in the workplace.

This is right in line with what I saw on Judge Judy today ...

Woman #1 had to sue woman #2 who drove her car into her house. Woman #2 had been driving without insurance for 3 months at the time of the accident. Woman #2 claimed to be a postal employee. Claimed to be out of work or a disability. Had no money to pay for insurance, but virtually lied to J.J. about her getting disability monies. Woman #2 was just a black and just as bloated a woman as this Police Chief.

This is who our govt. employs and they are clueless.

Brook.....30 years ago when I worked for the Federal Gov’t the agencies had an “Upward Mobility Program” for minorities. They were promoted whether they were qualified or not. I inherited one who made life pure hell for me and my co-workers. It was B/S through and through.

It’s all part of the “War on Whites”. Mostly targeted at white men, who are seen as too qualified, too smart, too productive, too hard working and too dependable for minorities to compete against.

This is perfectly logical. She can now relax in her job security as, having once made the complaint of discrimination, she can NEVER be fired.
