If all states establish "gold repositories" it will be very easy to confiscate their citizen's "Barberous Relics" at the appointed hour!

As I understand it, the TX gold being stored is actually the property of the State of Texas. It is not the possession of private citizens.

As for as my metals, if I owned any, they stay in my possession. Right next to the other PMs brass & lead.
