We don’t have to block it - just tax it at an income tax rate if the person sending it isn’t a verified citizen as unpaid income tax.

I think a 30% tax is reasonable...
BUT, this must apply to all remittances anywhere, so they can’t, say, send the money to Canada, and then forward it to Mexico.

What can Mexico do? Stop selling us junk? Stop sending us illegals? Go to war with us? They did that once and it didn’t turn out so well.
