H1B is to skilled workers what illegals are to unskilled.
There is no need to ever hire an H1B to work as a software developer or system administrator etc... There are no shortages of Americans who can do this work... they just know that an H1B is not only cheaper to hire, but they are virtual slaves. The entire program is beyond salvageable and needs gone... Abuse of it is not the exception, it is the rule and has been for decades.
