The FBI can only turn over its evidence to the Justice Department for a possible indictment. Attorney General Lynch can “take the evidence under advisement” until after the election.
The U.S. Attorney for the District of Columbia (an Obama-appointed black, left wing Democrat named Channng Phillips) will be “carefully sifting through the mountains of evidence” for many months. It can take quite a while to read and analyze 30,322 emails, you know.
