You are perceiving the problem differently from the way the Party sees it. They see the problem as one of Party members going hungry.

Party loyalists will distribute the food to “reliable”
social elements. Those not loyal...will starve.
So they accomplish the agenda, the opposition is
reduced, the party remains in control, and un-allied
citizens get the message.

Venezuela is “Atlas Shrugged” in the real world.
This is the reason for the second amendment. We can solve this kind of problem long before it comes to this here. They have to beg for food.
