If they waited they violated a lot of what is now SOP in majority of active shooter responses for most LEO/FLEA agencies .
....... if I’m first responder my delay will be to grab my evil “patrol rifle”, don a 7.62 rated plate carrier vest w spare ammo and run to the sound of gunfire with the primary duty to stop, distract and or put myself between the shooter and his or her intended targets till the cavalry arrives

I’m not defending the local police if they waited but from what I’ve just seen and know from past experience ....... just sharing a thought on the matter, right or wrong...
The officer was shot 3 HOURS after the shooter started shooting. What were the officers doing during those three hours? They were hiding behind their patrol cars. Why didnt they attack as soon as possible? They knew people were bleeding out during the entire 3 hour period.
It’s a classic “damned if you do, damned if you don’t” in some respects. But if you draw a line from Columbine to the Bataclan, the lesson is, waiting means more killed.
