I have thought this to be the case ever since 2008. However, I know the Old Guard GOP is either too chicken to do anything about it, or directly complicit with engineering the outcome.
Maybe the wussified GOPe are allowed to have one congressional district ‘not’ stolen from them in exchange for allowing all the other electoral thefts.
