The key problem to solve is preventing the UK welfare system from getting overloaded.

If a worker from France is paying their way, that really isn’t too big of a problem.

If a family from the Continent is collecting 20K of benefits annually, that is a problem.

We don’t have a labor shortage in this country.

Yes, actually, it is a double problem - first and foremost, most immigrant labor is raft with fraud - that means that the job that they replaced isn’t contributing to the system, and the former employee is likely drawing from the welfare system.

Beyond, the general depression of wages means more people are not bothering looking for work (increasing welfare) and those who legally are working (and their employers reporting and contributing taxes) are doing so at a lesser rate than would have happened without the immigrant labor.

So, no, anyone popping over to take jobs is harming the economy - oh, sure, it’s helping the business person’s bottom line, but one increase in tax value while at the same time increasing the welfare cost and decreasing the contributions is a horrible tradeoff.
