The purpose of the Constitution was to give the federal government taxing power so the Revolutionary War debt that was held (or could be or was bought at say 25% of face value) could be paid off at face value.

Bondholders became the new owners of the Plaza. Trump branding was terminated by Trump in 2014 for breach of licensing agreement (casino was not maintained up to standards).
