What you are saying and what patriots should note is that 80%+ of those activities and expenditures by the $4 trillion central government is unconstitutional, not authorized by the enumerated powers in Section 8 and elsewhere, even if those expenditures were included in a budget.

The main effort needs to be to dismantle the 80%+ unconstitutional portion of the central government - a seemingly impossible job, but my God is a God of the impossible. He is able and I hope He will make it happen.

In the meantime, the states need to come out of hiding, assert their constitutional sovereignty, and nullify and reject unconstitutional federal acts.

Hypothetically speaking, grade schools need to start teaching students about the federal government’s constitutionally limited powers, and associated limited power to appropriate taxes, so that students can go home and teach their parents about those limited powers.
