The whole problem is parents...plural. Something like 60% of black children have only a mother. Without a dad to perform the male role model they can easily become feral animals. The role models they do have are terrible...serial boy friends, drug use, jail time. (Incidentally, this is all caused by welfare and government rules.)

NOT caused, just unhelpfully enabled by welfare and govt. Don’t just blame govt, blame the person making the foolish, easy choice.Thinking in the moment rather than a plan to walk out of current situation.
Each Person makes their own choice - to continue in cycle of irresponsibility or to do the right things and start stepping into responsibility for self and kids, life.
