If they stay in India but managed by US teams a project can be 30-40% of the cost. (Based on my off-shoring experience 5-10 years ago but India costs were increasing at then end of that job). If everything’s done in India (requirements, management, etc) 20-40% is normal but can be even lower or higher depending on the project and team.
If they come to the US with H-1Bs they’ll cost the same or more than US workers (assuming they come through a 3rd party and not google direct which is likely to avoid gov’t regulations and paperwork). But they won’t take the afternoon off to play Pokemon GO (I know of a few US devs who have). An occasional afternoon off is no big deal. But they can become frequent and workers don’t think it should be part of their vacation days because it’s part of the “work-life balance” the company owes them.
