The “5,700 cases of recorded FGM” presumably does not include sex-change (gender reassignment) surgery, which is also genital mutilation.

In fact this “transition” surgery is even more radically destructive than your typical North African FGM, because its not only deforming, but also maiming. FGM significantly impairs sexual/reproductive function; sexual “reassignment” surgery destroys it.
