It's a Marxist thing--it's how the Stalinist Left thinks and talks about laws in terribly special courses they teach at law schools from the Ivy League to Jumping-Off Point, Ark.
One doctrine of Critical Legal Theory would be that in any hostile encounter between a white officer and a black subject, the officer is oppressing the subject. The only remaining question is the detail of how.
