Don’t disagree with what you said, but that sounds suspiciously like you are blaming the victim.
As in:
I have the *right* to dress up in in a skimpy dress and walk around Compton by myself, at night, unarmed.
Doesnt mean its very smart or that I deserve much sympathy when something bad happens.
I don’t think of it as ‘blaming the victim’.
It’s like here in my area (the Wine Country) which is a tourist destination. A few times a year the nicest of people, good folks, beautiful kids, do a bit too much wine tasting and plow into a telephone pole, another car, off the coast....

I fully support the castration and or immolation of any rapist (excluding BS definitions such as the 18 year old guy with the 17 year old girlfriend), but that doesn’t mean it’s really smart for a pretty female to dress in such a way as to emphasize her primary and secondary sexual characteristics and proceed unescorted, inebriated, and/or in the company of disreputable men to unobserved places; it’s not an ‘either/or’. It’s the duty of parents (and/or anybody else who gives a damn) to impart an appreciation of the dangers of doing dumb stuff.
The world doesn’t care about fine nuances of judicial interpretation :-)
