That passage does not speak to bearing false witness. That applies to the State. It is not exempt from God’s word. Bearing false witness is condemning someone to death that did is not guilty.

Individuals and government are not perfect. We know this. But to be true to God’s word that we shall not bear false witness, we must keep open the possibility - at the least - to be able to correct for our sins. If bearing false witness takes a life, you have failed God’s word.

That is the conservative religious view. And yes, I understand liberals have taken God’s word and molded it to what they want rather that what God intends.
